This book, The ghosts in Nigeria’s foreign policy, looks at how State governments are gradually gaining momentum in shaping the affairs and directions of Nigeria’s foreign policy at the center in recent times. It deals with how the roles of the State governments as component units of the federation affect, and or impede on Nigeria's foreign policy objectives. Being the ghosts, it does not necessarily mean the states are in a state of apparition, but the book tries to capture a rather tacit role assigned to them in foreign policy by the constitution of the Federal Republic of Nigeria. Furthermore, it adopts a new approach or rather a slight development of the concentric cycles theory-as expounded by Prof. Ibrahim Gambari, to explain the roles and actions being played by the State governments, which in turn affect the country’s foreign policy either negatively or positively.
