The workshop on theme of “Models of Special Economic Zones in Vietnam in the Context of International Economic Integration” was held on April 28 2017 by the University of Economics and Law (Ho Chi Minh City). The discussion papers that presented at the workshop pointed out the current situation and constraints in developing models of economic zones in Vietnam. For example, economic zones mainly are located in coastal areas and in much close distance each other so do not create resonance but compete and pollute the marine environment; the planning work has not been paid much attention; policy mechanism is weak ... From this, it is suggested that: it is necessary to clarify specific mechanisms for special zones, which require domestic and international tax incentives based on international commitments; put Can Gio economic zone into a special zone; international experience and lessons for Vietnam to change the mode of election in order to exercise democratic rights in the special economic zone model, while streamlining the apparatus to increase business-doing freedom...
