The contents of the book are aimed at analyzing and systematically guiding the Communist Party of Vietnam on foreign affairs in the field of culture through the following specific aspects: Part 1: The book focuses on clarifying the ideological foundations of Marxism-Leninism and Ho Chi Minh's thought on foreign affairs in the field of culture. Part 2: Based on the analysis of the world and Vietnamese historical context of the late twentieth century, the book has systematized the guidelines and policies of the Party and State of Vietnam related to foreign culture; Presenting and analyzing the Party's process of directing the implementation of foreign affairs and expanding international cooperation on culture in the 1996-2006 period.
