A study of Vietnamese government and administration in the nineteenth and early twentieth centuries, the book surpasses decades of historical analysis of this period, exploring the reform of the regime. and demonstrate the progress and dynamism of that management system. A series of questions related to the structure and operation of the bureaucracy, the ways in which the bureaucracy is recruited, the relationship between the bureaucracy and the people, between the central government and the periphery. The author sets and resolves in a meticulous, careful and objective manner. The book spent much time researching and collecting materials in Vietnam in the late 1990s, and successfully defended his Ph.D. thesis at the University of Paris 7 in 2000.
