Local self-government in India got its constitutional recognition after the historical 73rd and 74th Amendments to the Indian constitution. These amendments opened the floodgates of political equality to the last man in the society. Hence, very rightfully this is also called the silent revolution of India. However, one has to understand that political quality can be realized or manifested in the free and fair environment of political empowerment that is elections. Both the amendments ensure and make provisions for a free, fair and transparent democratic process at the grassroots, which is routed through the constitutional office of the State Election Commission.
