After capturing Saigon and Cochinchina as a colony, the French quickly established and strengthened the administrative system, built infrastructure, promoted commerce. This land is fertile and convenient for economic transport, located between the maritime route linking Singapore and East Asia (Hong Kong, Mainland China and Japan). In accordance with the Ordinance of April 4, 1867, the governor de la Grandiere established a City Committee consisting of a city commissioner and 12 councilors. The mission of this City Committee is the same as the later City Council. This book is about the period from 1875 to 1925, that is, after the Giap Tuat treaty (1874). Thereby the Hue court ceded 6 southern provinces to France as a colony until 1925 when the Duy Tan movement was in the final stage with the funeral of Phan Chau Trinh in 1926 in Saigon.
