"Proactive and comprehensive security" is the content throughout the XIII Party Congress Document on national security and national security protection in the new situation. This point of view is reflected succinctly and deeply in the book New Points on National Security in the Document of the 13th Party Congress by General, Prof. Dr. To Lam, Politburo member, Secretary of the Central Public Security Party Committee, and Minister of Public Security. The book is divided into 2 parts. The first part is a new context and generalizes new points in awareness and thinking about national security and national security protection. In this section, from the recognition that the international context is complicated and difficult to predict, strongly affecting the security environment of Vietnam and analyzing the domestic context after 35 years of renovation, the Party has had a more comprehensive and profound awareness and thinking on national security and national security protection. The second part includes some new highlights on national security and national security protection.
