Article 356 of the Constitution has remained a point of contention because of its frequent use and misuse. Article 356 of the Constitution provides for imposition of president Rule in States if President is satisfied that the state administration cannot be carried in accordance with the provisions of the constitution. Since 1950 till 2021 the president Rule has been imposed for 116 times. This single Provision has tendency to destroy the federal set up and to disturb the doctrine of mandate in the terms of people’s right to elect the government and to participate in political affairs through their representatives. Hence it becomes vital to balance the good governance and doctrine of Mandate viz-a-viz imposition of President Rule in States.
